In 2025, more than 1.3 billion stamping codes were issued. In 2025, the unit cost of those codes amounted to 4.2 AMD (including VAT), as a result of which the business sector’s expenditure on acquiring the codes exceeded 5.5 billion drams (including VAT).
By the RA Government Decision No. 1943-N of 2025, the price for providing stamping codes has been set at 3 AMD (including VAT) starting from January 1, 2026.
Based on the number of codes issued in 2025, under the new price the business sector will save approximately 1.6 billion drams, or 28.6% of the previously incurred costs.
The issue related to stamping codes was raised within the SME public–private dialogue platform and mapped by the IC Armenia expert team. Subsequently, the legislative amendments developed by the IC Armenia expert team were discussed at a meeting chaired by the Deputy Prime Minister and approved by the National Assembly in two stages. At the first stage, it was adopted that the price of the QR code would be set by the Government rather than by the operator. Then, at the Government session held on December 25, the new price was approved.
The specified price is envisaged to apply to stamping codes provided on the basis of applications for obtaining stamping codes submitted from January 1, 2026 to December 31, 2028.

In addition, the Government decision provides for subsidizing the price of stamping labels purchased in 2025 in the amount of the difference between the newly established price and the previous price.
Accordingly, 528 million stamping codes will be subsidized, with a total value of 1.5 billion AMD.
