SME Development Public-Private Dialogue Platform
The Public-Private Dialogue Platform for SME Development consists of 11 associations representing the private sector and ministers representing various state bodies.The sessions of the dialogue platform are chaired by the Deputy Prime Minister. The sub-sessions of the platform are chaired by the Minister of Economy. The platform was established by a decision of the Prime Minister and is the only institutional dialogue platform for the SME sector. Legislative reforms are implemented through the platform.IC Armenia (Investment Council of Armenia) is an expert team formed by the EBRD that provides professional and technical support to the SME Development Public-Private Dialogue Platform. Legislative issues are presented by the associations, while legislative change packages and analyses are prepared by IC Armenia.Presentation of legislative issues is carried out by associations, while legislative amendment packages and analyses are prepared by IC Armenia.

Development of Legislative Proposals by IC Armenia
On the monthly basis, the issue mapping form is sent out to the member of the SME public-private dialogue platform. Once the issues are collected to prioritize those, the issues are put to a vote by other members, after which IC Armenia initiates a thorough study, conducts meetings with businesses, examines international best practices, and holds discussions with government bodies.

Draft proposal
As a result, IC Armenia prepares a draft proposal, which is then presented for the first time at the Sub-Council meeting of the SME public-private dialogue platform which is led by the Minister of Economy. The Sub-Council Meeting is also attended by the Deputy-Ministers of other ministeries. The Sub-Council meeting serves as a working format to discuss the draft proposal.

Review and Circulation of Legislative Drafts
After presenting and hearing various opinions, the draft is revised and formally circulated. The Ministry of Economy formally sends the draft to all relevant ministries for feedback and receives their opinions. Once the opinions are received, IC Armenia Experts' team work closely with relevant stakeholders for the finalization of the legislative package, which is then formally sent to the Government for approval.
